Definitely Lord Auditor Miles Vorkosigan. Or just Lord Vorkosigan (he did pretty well in Cetaganda). Not only does he solve the crime, but he gives credit where credit is due. And he doesn't give up. For anything.
Lord Peter Wimsey and the Sherlock Holmes who is partnered with Mary Russell might tie for second. A fairly distant second.
