In a non-emergency where one of my neighbors's water shutoff valve needs to be replaced, necessitating turning the water off for the entire building (12 condos), that a) it not be done at mealtimes or common bathing times, and b) we're actually told before it happens?

As opposed to, say, discovering that I have no water by turning on the faucet and having nothing come out? At suppertime?

This is the fourth time in the last two days that the water's been turned off at random intervals for random lengths of time without warning. Yes, there are written rules in the condo regs for how to handle this sort of thing so as not to discommode (pun intended) your neighbors. Yes, the board's been notified, and yes, the guy's been informed. But it hasn't helped.
