I suppose you could call it SF. If you broaden what you call SF widely enough. And provided enough handwavium -- I mean, I do sort of have a theory behind the time travel. On the same level and in the same manner of speaking that Eric Flint has one for his Ring of Fire [g]. And if you didn't mind that 99% of it is taken straight from the history books...
But, really, it's fantasy. Or, as one agent called it, a historical novel with time travel elements.
