a computer question

I can't afford Photoshop. I would love to be able to put text on icons and so forth, and I want to be able to do it myself, not ask someone else who has Photoshop to do it for me.

Is there a free/cheap way to play with making my own icons out there? One that doesn't have a steep learning curve?
